Portugal has opened the public consultation for its National Energy Storage Strategy (ENAE), presenting a roadmap for the expansion of electricity storage capacity through 2040. At the core of the proposal is an Action Plan informed by technical studies carried out by INESC‑ID, INESC TEC and IN+, which provide the scientific basis for the measures now under discussion. According to the national government, the strategy aims to reach 6.9 GW of installed storage capacity by 2030 and 9.76 GW by 2040.

The Action Plan details how electricity storage should be integrated into the National Electricity System (SEN), supported by technical studies and documents, that aligns the proposal with Portugal’s decarbonisation, electrification and renewable integration targets under Portugal’s National Energy and Climate Plan (PNEC 2030). The consultation is promoted by the Ministry of Environment and Energy and coordinated by the Directorate‑General for Energy and Geology (DGEG).

Minister of Environment and Energy, Maria da Graça Carvalho, noted that expanding storage capacity will promote greater competition in the energy market and support the gradual reduction of electricity generation from combined‑cycle natural gas plants. The Ministry and the Directorate‑General for Energy and Geology (DGEG) are now inviting contributions from citizens, companies and organisations until 16 September.
